Completely excluding specific words or giving specific words priority

I use the acronym TOS in my pages.
    • I had to remove "to" from my list of excluded words because otherwise "TOS" was excluded as a form of "to".
    • Because I also have stemming on, searches for "TOS" also return "to" because "to" is a form of "tos" if "s" indicates plural.
    • Now searches for "TOS" return pages with "TOS" and "to", and the pages with the most number of hits for either word get priority.

I can't figure out how to either exclude "to" from searches including when it is found based on stemming, or to give "TOS" priority so that pages with the acronym are listed first.

    Thanks in advance.

I can't think of an easy way around this, except disabling stemming.

Perhaps in the future we need to add some control in this area, or handle all caps words differently (since they're often acronyms)
