Yes. See chapter 7.3 in the Users Guide. You can specify a parameter "INDEX_ONLY" after each URL in the list you are importing.

Offline Mode does not work on a list of files, it must be given a folder for which to scan. There is no Import function for the start points in Offline Mode.

But it is possible to use Incremental Indexing to specify a list of pages to add to an existing index. See chapter 2.9.3 in the Users Guide for more information.
