As you can see, there are some "non-traditional" characters being subsituted for ' and other elements. How can I correct this?

Make sure you are using the correct encoding in the "Languages" tab of the Configuration window. This encoding here should match the charset of the HTML pages being indexed, as well as the search_template.html file.

You might also want to make sure you are using the latest public release (Version 4.2 Build 1013 currently). Check this by clicking on Help->About.
