Can you tell us what browser you are using? Most browsers would not pass a request for "localhost" to the proxy. IE7 doesn't seem to do this anyway.
There's a checkbox in IE's proxy settings ("Internet Options"->"Connections"->"Lan settings") to "Bypass proxy server for local addresses". But this should really only apply to IP addresses, and it doesn't seem to change the behaviour for "localhost" when it is on or off.
Perhaps you can try using the local IP, or 127.0.0.1
EDIT: In Firefox, there is a setting under "Tools"->"Options"->"Advanced"->"Network"->"Settings", where you can specify your proxy configuration, and "No Proxy for: ..." certain domains and IPs.
By default, this setting is "localhost, 127.0.0.1". If you have changed or removed this, then it might be the cause.

Error when running flyant server and zoom on proxy machine
I am trying to run an interactive cd-rom using flyant and zoom on a machine that uses a proxy server to connect to the internet and I am getting the following error message:
