Zoomstop problem

I have a subsite built using Dreamweaver templates (thegef.org/participants/assembly/3rd_assembly/3rd_assembly.html.
I attempted to insert two sets of and tags to stop anything other than the content area being indexed. When I tell Dreamweaver to update the pages based on the template with these tags, the pages only have one set of them (top and bottom of the page).
I know: probably more of a Dreamweaver issue than a Zoom problem, but I would be glad to hear from anyone with a solution.

Problems with ZOOMSTOP

I hope it's good form to answer your own questions!
The problem was that I had one or more instances of or in editable regions. Templates cannot propagate such changes.
