Must a phrase be entered in quotes to make sure that Zoom searches for the phrase rather than for the individual words? Is there anything you can do when indexing to help the user who is not aware that a phrase should be in quotes?

Yes a phrase search must in in quotes. If it is not, it will be treated as a multiword search.
Note that it is also possible to combine exact phrase and multiword.
e.g.
"Ocean view" Sydney carport "quiet street"
This and other variants means that it is not desirable to treat all searches as exact phrases.
