The new feature of negative searches only applies to words and not to phrases. That is, the dash is ignored if it preceeds a quoted phrase.
In my case, a search on 'wine' gets 90 results but 'wine -"by the glass"' gets only 4 because it is treated as 'wine "by the glass"' and requires both the word 'wine' and the phrase 'by the glass' to be present - the exact opposite of what I wanted.
Of course, this is just what is promised when the feature is described as "exclud[ing] a certain keyword by preceding the search term with a hyphen"
