Is the .desc file option available in free version?

Can I make a .desc file for a .txt file using the free version? I could not find an option to do so...

If, for example, the professional version is purchased, is the option to add a .desc file available for all file types (including the .txt file?)?

.desc files are only for binary file types, like DOC & PDF (regardless of the edition purchased).
