Override variables before file generation?

Is it possible to change the variable value STR_POWERDBY = "Search powered by" from settings.asp and also to change the code from OutBuf(OUTPUT_PAGENUMBERS)...

settings.asp re-use

Is it required to replace settings.asp with a newly generated vesrion after every index of a site, or can the previous version of settings.asp be used...
